C- Program Monitoring & Evaluation
1. Evaluation of the FAO Program in Egypt 2012-2017
Leading staff from CBI was included as a key expert in the international team evaluating the FAO program in Egypt over five years (2012-2017). CBI was assigned projects working on the themes of water resources, and the cross cutting theme of institutions and policies. The Country Program of FAO in the review period included 52 projects; 14 of them were evaluated by CBI staff across Egypt. The final report identified policy and institutional issues affecting scaling up and replication of pilots and provided certain recommendations to enhance efficiency and effectiveness of the relevant investments.
2. Evaluation of the Training and Capacity Building Component of the Future of the Saudi Cities Program, UN-Habitat and the Ministry of Rural and Municipal Affairs, KSA, October 2015- February16
• Assess Program Component on Training and Capacity Building, define training needs of 22 urban observatories and municipalities through meetings in three different missions with city mayors, head of relevant departments, and faculties.
• Review organizational development, training and capacity building curricula of several lead universities in KSA.
• Identify opportunities of capacity building and skill enhancement of staff in 22 municipalities with a focus on urban planning and management departments.
• Develop and deliver presentations on capacity building and training to heads and staff of lead organizations and municipalities in 22 cities.
• Prepare and deliver mission report with recommendation for a capacity building programme in English and Arabic.

1. Evaluation of the Plastic Recycling SMEs, the GIZ Technology and Environment Program in Egypt, 2011 Within the framework of the GIZ-funded project of Improving the Value Chain of Plastic Recycling.
CBI conducted an evaluation of the Plastic Recycling SMEs in three informal settlements in Cairo, Giza and Qaluobeya. The evaluation focused on procedures and regulatory requirements of moving these SMEs into the formal economy. It covered analysis of the relevant regulations and paper procedures for formalizing and licensing the SMWs, The team of CBI worked with 150 SMEs and 12 Government entities on policy and institutional issues. We prepared a proposal to change certain articles in the Income Tax law of Egypt (issued on 2005) to enable formalization process and trigger a nation-wide inclusion of informal enterprises into the formal economy. The proposal was presented to the Minister of Economy (then became the Prime Minister of Egypt) and the Minister of Investment.
2. Evaluation of the UNDP Country Program of Governance, 2011; Leading staff from CBI was selected by UNDP Cairo office to conduct an independent program evaluation among a team of international and local experts. CBI focused on Governance projects of UNDP between 2007 until 2011. CBI team undertook the following:

GIZ contracted the service of CBI to conduct an assessment of the Institutional Reform Strategy with a focus on decentralization.
