I. Examples of Previous Work: Core Staff Expertise
1. Conducted participatory appraisal of socioeconomic impacts of water supply privatization in Sharm El-Sheikh City on the local Bedouin community in Southern Sinai Peninsula, Egypt.
2. Prepared and mobilized political support for issuing the property right decree in the New Valley Governorate, Egypt, to strengthen institutional capacity in relation to formalizing land tenure, increase revenue base of the municipality, and stimulate investment.
3. Establishing the Central Department of Ground Water Management in the New Valley Governorate as a sustainable mechanism of water demand management.
4. Preparing a system of training and skill development of local authorities in Egypt to enhance in-house capacity of project development and management.
5. Preparing a Revenue Enhancement Plan of local governments to strengthen capacity of delivering quality services and support to civil society initiatives, including its legal framework.
6. Participatory upgrading of low income / slum areas: Manchieyt Nasser and Zeinhom in Cairo; Walidia in Assuit (Upper Egypt): establishing a Partners Group as a mechanism to enable effective engagement of inhabitants, local CDAs, and other stakeholders in decision making in relation to planning, implementation and management.
7. Provided capacity building to NGOs from the Arab States Region on using participatory approaches in community development and advocacy activities, and transparent internal governance.
8. Trained NGOs in Egypt on documentation and extraction of lessons learned, and analytical report writing.
9. Developed policies and procedures of Regional Branch Offices of EEAA within the framework of the US-AID funded Egyptian Environmental Policy Program (EEPP).
10. Prepared and mobilized political support of 27 Egyptian Governorates for issuing the Prime Ministerial Decree of Decentralized Environmental Management in Egypt within the framework of EEPP.
11. Preparing and anchoring a strategic and work planning system for the Egyptian Environmental Affairs Agency (EEAA) to strengthen institutional capacity in areas of strategic planning and resources mobilization within the framework of EEP.
12. Provided policy support to seven municipalities in the Arab States Region in the areas of urban environmental management, urban governance and poverty alleviation within the framework of the UNDP-World Bank-UN Habitat Urban Management Program. Example subjects of policy support included regulation and control of privatized solid waste management, regulation of water supply and sanitation, design and management of city consultations, participatory municipal budgeting, and support of municipalities to civil society organizations, role of municipalities in urban poverty alleviation and participatory upgrading of informal settlements.
13. Prepared institutional capacity assessment of 23 NGOs in Manchieyet Nasser (the largest slum area in Egypt) and designed a program of their capacity building.
14. Evaluated a USD 12 million UNDP-UN Habitat project of sustainable development in the Ismailia Governorate.
15. Evaluated a UN collaborative program of institutional capacity building of the National Council of Women, Egypt.
16. Provided expert advice to the process of preparing the first African Environmental Outlook, representing North Africa in a UN EP-lead team.
17. Provided a concept paper to UNEP-DEWA on how to integrate the theme of Environmental Governance in the second African Environmental Outlook.
II: Support of Small ; Medium Enterprises (SMEs)
1. CBI, in cooperation with the Central Association of Development of Small and Medium Enterprises (CADSME) prepared and conducted training
work shops to SMEs in Upper Egypt and Cairo on a number of topics related to environmental management. The training was geared towards
SMEs needs. Topics included:
• Procedures of Environmental Management Systems to SMEs
• Environmental Compliance / Environmental Legislation
• Environment Public Awareness
• Integrated Hazardous Waste Management
• Concepts of Energy Savings

2. Core staff of CBI provided expert advise to SMEs participating in projects of the Small Enterprise Development Organization (SEDO) – regional
office of the Social Fund for Development in Assuit and the New Valley in the following areas:
• Formalization of existing micro-enterprises
• Pre-qualification for eligibility to micro-credit programs
• Feasibility studies of projects
• Compliance with tax laws and basic book keeping
• Participation in international exhibits and marketing fairs
• Match making to supply chains in export markets
III. Modes of Action
CBI is ready to implement long and short-term contracts in Egypt and other countries in Africa and the Arab States Region. We are also willing to participate in major research and environmental assessment initiatives with partners in Europe and North America, and project proposal writing for EC-provided mechanisms of North-South cooperation such as SMAP and others.
