Ossama Salem, Ph.D., CEO and President
Dr. Ossama Salem has more than 30 years of international experience in governance, policy, and institutional reform expert with a pronounced strength in system thinking and approaches.
He has provided advisory and technical support and training to a number of Government organizations in Egypt, other Arab States, UK and USA in the areas of institutional reform, public service governance and management, decentralization of public services, institutional capacity strengthening and performance improvement measures. He has a demonstrable track record of articulating ideas and objectives into coherent action plans and reform agenda with clear definitions of roles and responsibilities, and accountability lines. He has intimate knowledge of tradition of local and economic governance in the Arab World and how they affect policies and practices related to production and provision of social and environmental services water supply, sanitation, education, health, land tenure, building permits, etc). Throughout his work, he applies participatory approaches that bring stakeholders into consensus about change. Dr. Salem has worked directly with heads of government, ministers, deputy ministers and senior government officials throughout the Arab World. His work has been widely recognized by international organizations such as US-AID, UNDP, UNEP, UN-Habitat, UNIFEM, and the World Bank.

Samir Ghareeb
Mr. Samir Ghareeb is the living institutional memory of public finance and administration in Egypt. He worked over 30 years of his professional career for the Ministry of Local Development. In 1986, he joined the Ministry as the Director of training and finance in the General Secretariat, then became the Director of the General Secretariat, General Manager of the Information Centre, General Manager of the Minister’s Office, Under-Secretary and supervisor of the Minister’s Office and First Under- Secretary of the Minister’s Office. He has served seven Ministers of Public Administration and represented the Ministry in numerous local, regional and international conferences, committees and work groups. Mr. Ghareeb has been at the centre of policy making and communication at the highest level for the last fifteen years. He represented the Ministry of Local Development in the High Committee of the NWRP in which all Ministries involved were present. He knows the history, evolution and challenges facing implementation of the NWRP-CP and understands existing opportunities and potentials. As a Consultant he was contracted by CBI to participate as a full time Senior Institutional and Public Administration Expert in the NWRP-CP (2008-2013) and presently is engaged through CBI as a Public Finance and Administration Expert in the World Bankfunded EWRMP and a key expert of local administration in the EU-funded National Water Resources Plan II. Mr. Ghareeb moved to work as a free-lance expert of public policy and regulatory reform in January 2008. He was involved with the USAID, World Bank programmes and EU funded programmes through the programme of Gross Borders Cooperation (CBC). He has extensive experience in advising on financial/budget aspects of plans implementation; advising on the facilitation of the projects coordination platform evaluation, institutionalization, and sustainability. He has experience of preparation of policy guidelines and operational guidelines; developing mechanisms for cost sharing and cost recovery relevant for the projects (including framework to encourage private sector participation); identifying policy and legislation actions relevant to the projects and economic evaluation of plans measures management. He has wide experience in reporting and proven ability in working with governmental and public sector entities and developing of macroeconomic models.
Mr. Mohamed El-Shawi
is a seasoned practitioner of finance and planning with more than 40 years of experience in public finance and public law. He developed a career in the Ministry of Planning, started as a researcher and reached the level of a Head of a Sector. Mr. El-Shawi was the First Under secretary – Head of Education, Training and Human Resources Sector in the Ministry of Planning for four years. In that capacity, he led negotiations with the Ministry of Education on budgetary allocations, and reviewed financial requirements in the education sector by governorates. The Sector of Education, under his leadership, also undertook comparative policy studies to suggest job-creation and professional development policies. After concluding his formal term with the Ministry of Planning, he was hand picked by the Minister of Finance to support strategic studies in the Minister’s office. Mr. El-Shawi participated as a local expert in the World Bank’s pilot experience on performance-based budgeting. He worked with Ministries of Education, Health, and Higher Education. In this context, he interacted closely with education and health Muddirriyas in Alexandria, Fayoum, and many other governorates to define practical ways of institutionalizing performance based budget in the education and health sectors. He serves as a free lancer advisor to the USAID-funded Egypt Decentralization Initiative and a number of other international projects.
Doaa Fawzi
Ms. Fawzi has over 25 years of extensive experience in a variety of projects funded by international organisations with focus on the areas of management, business development and training. She is currently managing training activities in the GEF-World Bank Funded Project of Enhanced Water Resources Management and the EU Funded project of the National Water Resources Plan II at Capacity Building International (CBI). Doaa has hands on experience in managing and leading training coordination and implementation, troubleshooting, analysis of training processes, training development and delivery and managing training environments with a thorough understanding of the training lifecycle. Ms. Fawzy holds an MBA in Business Administration with valuable courses in Project Management, Project Planning and Management, Management Coaching ; on-the-job training, Business Report Writing, Negotiating, Interview Techniques (Interviewer & Interviewee), Meetings, Presentations, Strength Witness Opportunity Threats (SWOT), Writing Communication, Minute Writing and Report Writing.
Eng. Waheed El Saudi
Eng. Waheed El Saudi has more than 35 years of professional experience in procurement, contract administration and management, and project management in international infrastructure projects inside and outside Egypt. He is currently a part time regional procurement expert in World Bank-supported SRSSP providing direct support to the PIUs mainly in Beheira WSC and occasionally to PIUs in Sharika and Dakahlia WSCs. He holds a B.Sc. in civil engineering, and a professional diploma from the American University in Cairo in Contracts, Claims and Arbitration. Earlier in his career, he worked as the Deputy Team Leader of the KfW-supported Water Supply and Sanitation Services project in Qena Governorate Phase Two. Prior to that, he spent eight years in Kuwait working for a large-scale contracting company as the Contract Department Manager. He also served as the Head of the Contracts and Procurement Sector in Moukhtar Ibrahiem, one of the largest public sectors contracting firms in Egypt. Eng. Waheed has vast experience as a general manager of international sanitation projects. He managed the KfW- supported Al Hawamdeya City Sewage Project for seven years late 1990s until 2005, and several large scale infrastructure projects in Saudi Arabia between 1991 and 1997. Earlier, he worked as a site engineer for 17 years in different infrastructure projects across Egypt through Moukhtar Ibrahiem Company. Through his life-time career, he developed expert-level knowledge and understanding of IFI disbursement and accounting procedures of various organizations (e.g., KfW and World Bank) and FIDIC Conditions contracts. His extensive experience in international projects with donor agencies and regional experience in the region and across Egypt makes him a real asset to our proposed team. Eng. Waheed has remarkable skills in training, coaching, on-job mentoring and capacity building of client staff and a pronounced strength in negotiations to resolve issues related to contract administration and management that have proven critical in securing efficient and timely implementation of the challenging projects he worked on.
Mr. Tarek El- Shayeb
Mr. El- Shayeb has more than 25 years of proven work experience in the field of accounting, financial management and auditing. Mr. El- Shayeb possess a master’s degree in accounting from Johnson; Wales University Rhode Island USA in 1995. He has been engaged in number of international projects and assessments with international organizations and donors funded agencies. The latest of such projects is IWSP II, in which he is engaged as a finance expert, a member of the Project Management Consultant. His duties in IWSP II are almost identical to these in the FWEP (e.g., developing a financial management system for the Project, disbursement planning, budget monitoring, finance section of the monthly progress report, etc.). As financial management specialist, he has been involved in financial management of different projects, reporting to donors funded agencies and help on the on job training for the staff members of the implementing agencies. Mr. El-Shayeb is exceptionally familiar with the international organizations’ standards, particularly the standards of the WB, EU, SDC and DANIDA. Working in Central Auditing Organization for a while, Mr. El-Shayeb has gained a wide range of experience across the Egyptian Governorates including knowledge of the Water and Waste water sector. Mr. El-shayeb has a solid experience with different accounting software through his extensive experiences with international donor funded projects. He supervises the implementation of the accounting software operation in different projects and manages to generate the required reports according to donors’requirements. He also has excellent communications skills through his wide experience and wide range of training courses that he got of over 25 year of professional experiences.
Mrs. Doaa I. Gabr

Ms. Heba Behairy
is an economist with 20 years of extensive experience in the development field. She has an M.Sc. in professionaldevelopment from the American University in Cairo upon which she was granted the Frank G. Wisner Award for scholarly excellence and best thesis for the academic year. At the policy level, she has been greatly involved in drafting, revising and negotiating areas of cooperation between the Government of Egypt and Donor Agencies in the area of environmental protection. At the operational level, she has extensive experience in project design and implementation of local services in a number of Egyptian Governorates including Upper Egypt. A bulk of her work was also dedicated to research in the area of environmental economics, especially related to lead contamination in Qualyoubia Governorate.
